A drastic change in eligibility time for promotions to higher posts is immediately required. Otherwise, there is going to be a vacuum on top very soon. Appointment to OSD is not going to work. Let the people who have completed their full service period go home, and let others fill in the positions. Let new generation take over with fresh ideas and zeal. There is no shortage of talent.
